ACCA, the Indoor Environment & Energy Efficiency Association, has joined forces with 380 other associations from across the U.S. in pressing Speaker of the House Paul Ryan to make the “Regulatory Accountability Act” an early priority for the 115th Congress, as President-elect Trump and Congress set their agendas. “The onslaught of regulations has overwhelmed America’s HVACR contractors and their customers over the past eight years, and ACCA is pleased to be part of a united effort to address this top priority for our members,” said Barton James, ACCA senior vice president of government relations. “We believe that federal regulations should be narrowly tailored, supported by strong credible data and evidence, and impose the least burden possible. The Regulatory Accountability Act would improve the transparency of regulations by requiring agencies to invest more effort earlier in the rulemaking process to gather data, evaluate alternatives, and receive public input about the costs and benefits of its rules.”.
Regulations represent just one more obstacle that contractors need to overcome. Regulations have a disproportionate impact on small businesses. The U.S. Small Business Administration found that businesses with 20 or fewer employees pay 40% more in compliance cost per employee than larger businesses. “Reducing excessive regulatory burdens on our members will promote economic growth and job creation while reducing cost to consumers,” James added.
